This book delivered what was expected, info on the Aesculapian Order and post-aberrant war Europe. Though well written, it lacked a lot details regarding the European countries.The section on the Aesculapian Order was standard fare. There was information on recruitment, sub-divisions, interactions with the other Psi Orders, and alternate Vitakinetic powers. The only thing new in this section was information regarding the Black Company, an all psion security team. The alternative powers were interesting and may provide more role-playing opportunities for PCs. The Aesculapian Order was given more detail, but other than a few more names and subdivisions, there weren't too many new things.
The section on the state of Europe was very interesting to read. The FSA had it bad in North America, but it had moved on to achieve some stability. The same can not be said about Europe. Some countries broke apart and others engulfed others to form empires. This chapter covered a lot of ground, all of Europe and the British Isles. With such a small book, justice can not be done for any of the European nations. There was just not enough space to detail the specifics of life, government, culture, and foreign policy for each nation. They were all given brief summations, compared to `America Offline' where half the book was about the FSA itself. Despite this, there are a lot of opportunities for stories in Europe. Almost every nation is trying to rebuild itself from the war and space station crash. The storytellers will just have to fill in a lot of blanks based on what is presented.
The medical technology and template characters were okay, but not too innovative.
Shattered Europe was not a great book, but it was a good book. Give it a chance if you would like to learn about the state of Europe after the aberrant war. A lot of good games can be had with this book but be prepared to fill in a lot of missing information.
